class with permanent swiftness?

Warrior signet of rage = 38 seconds of swiftness, 48 second cooldown if traited for reduced signet cooldown.  Alternate that with warhorn swiftness and it's permanent.

Roaming, WvW, list is long. Tortoise may win the race, but definately not a fight.

Necromancer can easily have perma swift with just Spectral Walk (as others have said).

- I want that purple stuff.

If you play a roaming elementalist, you'll always have swiftness up without even applying it practically. Sometimes I leave a node to head for the next one and I think "ok i should apply swiftness..." I look down and realize before even using my swiftness skills, i have over a minute already on me from stacking over time.

Mesmer is a little tricky, but they have gotten some swiftness duration buffs.  The easiest way involves using 6 Runes of the Centaur and the Mirror heal (15s cooldown), alternated with Temporal curtain to maintain 100% swift

It sure is if you don't do something silly like burn your Temporal Curtain's cooldown when it won't apply swiftness.

I usually run with focus traited, and I have not had any problem maintaining swiftness.  Remember, Temporal Curtain will not apply swiftness if your swiftness is already active.  Centaur Runes will.

Guardian with staff: Symbol of swiftness (staff skill), Save yourselves (utility shout), symbol of swiftness, Retreat (utility shout, Symbol of swiftness. And repeat.

engineer (with the right traits) can have 25% more speed infight, 10% Speed with a Kit and gain Swiftness(33%) and Vigor.
If you want a escaper with a lot of utility, then the engineer is the right one.

I haven't really tested if they stack but if they do thats 65% passive speed bonus without using weapon swiftness on staff.

No need to alternate with warhorn. You can get longer than 48 seconds from SoR if you max out tactics and put on swiftness/boon extending runes.
