Built around keeping fire up, so that Radiant Power will last longer, besides that going for a good Crit/Attack ratio, and survivability with a mix of Toughness/Vit, also Semi-Supportive?

Not an expert but I would rather get 30 Radiance (pulling out 5 from Valor).

This will allow you to get Right-Hand Strength which ups your critical chance with one-hand weapons. In conjunction with this I think using the torch gives you another skill for AoE burn. I would probably go for a Sword/Torch and Mace/Focus set-up so you have a DPS set and a Defensive Set while you wait out on the CDs of both Purging Flames and Judge's Intervention. (For longer fights)

For Runes, I actually don't have any recommendations but I think the 10% increase in condition duration works with the build. And the rest of the buffs from Lyssa are pretty handy to for survival purposes.

You definitively need the +10 percent damage and the extra condition duration from the first trait line if you go condition based. -15 recharge on torch is also a must imo.

Not too sure about the survivability though.
I would put scepter instead of mace because a ranged option is a must for harder content.
And signet of judgment is always nice

I see you've taken to consideration some of my comments. However, that's as far as I can get. You really have to play the build for you to find out if it's effective.

A thing about the build simulators, avoid using the PVP jewels. I don't think a set-up in PVE will match the stats of those Jewels.

Scepter can indeed take the place of the Mace for some situations. Always have it in your inventory.

It will work - like I said you really have to roll it out and see. Builds on paper will appear good but it's really the actual gameplay that will really determine if it would work for you. We can throw in more suggestions - there are probably 2 - 3 posts regarding Guardians and Burning Builds in this forum.

I'm just thinking that you might get disappointed with the build because of using the PVP runes to theory-build. The build you are presenting will have a hard time reaching 20K HP if you're going for Condition Damage gears, for one thing. In actual PVE you might be in the 17K level, give or take. That's one thing you should be reminded. I also think that 49% Critical chance will be a bit lower too.

If you love the build then stick with it, but I should inform you of some of the disadvantages of gearing heavily into condition damage/duration for PVE content.

When you are solo, condition damage is fine although it may take longer to kill enemies compared to a burst damage build.

But when you get in groups, condition damage stops becoming as effective. Due to the game's mechanics, burning can only stack in duration and only 1 instance of burning can be apply at a time. Meaning if you are in a group with another Guardian or Elementalist they will be constantly blocking your damage. For example if I (another guardian) use Virtue of Justice, I buff everyone in my party to do 5 secs of burning on their next attack. Once they all attack, the mob will have 25 secs of burning on it. Any burning damage you do after that will have to wait 25 secs before it takes effect. This becomes more problematic the bigger the group gets and at "raid" size your conditions won't have much influence at all.

Luckily, burning is slightly better then bleeds, because once bleed stacks get to 25 they completely negate further bleed damage.

I agree he most likely won't be at 20k HP, unless he completely gears as a tank. 17k is a better approximation. But it is highly likely he will be at ~49% crit. He can easily get: 5%(base) +30%(traits) +10%(knight weapon + crit sigil) +~5% (Retributive Armor). That alone is 50% crit chance with out touching his armor or trinkets.
