The problem is that Anet designed these events to require a bunch of people running around an area at all times doing everything out there, talking to all NPCs, triggering everything. Now, there's about 20 people tops in queensdale on my server at any point in time. I know this because it's consistent when people map to kill the champ troll or wasp queen as it's announced in map chat. The behemoth never spawns. I'm there daily for 2-3 hours straight farming low levels for bags, materials and dyes.
So...the event MIGHT start if you talk to some random NPC in the graveyard, do their quest, then it cascades eventually winding up with the behemoth popping in the swamp 10 levels away in the zone. The only way to know is to get people into the zone doing things again. And the only way to do that is to make it KNOWN what starts the event.
