Atm, I have to start up Gw2.exe as Administrator for the TP browser to work, but I want to play GW2 via Steam overlay. If I start the game via Steam overlay, TP will not load, is there a workaround?

One thing you can try:
In the Gw2.exe Properties -> Compatibility tab you can choose to have it always start as Administrator. This should cause it to start that way even if selected as a Steam shortcut.
The bigger issue I guess is why you can't access the browser unless you're running as Admin, but I have no idea what you might to about that.
