Does this mean that by combining the two, I would have +40% frozen duration? Can't seem to find a straight answer on this anywhere; there are conflicting answers on the official site (and even here when I searched).

Yes, those effects do stack.

Unless the runes specifically say that they do not stack, they should stack just fine (at the moment I don't think there are any that mention not stacking.)

The way they work is this
You put a rune of Svanir on a piece of armour you get effect 1 + 25 toughness.
When you add a rune to a piece of armour it lists the effect your getting and the benefits of adding more similar runes greyed out
.
When you add a second rune of svanir to another piece of armour you get the second effect.
So 2 runes of svanir and 2 runes of the ice on each on four seperate pieces of armour would give you those effects,
here you can see the effects of all runes as you might be better off using 5 of either of those runes to get even more toughness Vitality or frozen duration.

Also worth noting is that both Boon and Condition duration bonuses have a cap of +100% so some combinations will not stack with full efficiency.
