Simple reason: Mesmers are supposed to be spellcasters, not gunslingers. Thematically, they fight with magic and any martial weapon they happen to use is serving as a conduit for the magic, not a weapon in its own right. Having one pistol that they shoot every so often fits the image, but if the spammable attack becomes 'shoot pistol', it's going to be hard to keep the primary spellcaster aesthetic. Not impossible, but at the very least I can see why they might have decided not to tackle it on the first go.

Which is explainable by the pistol having a modification kit that switches it from being a bullet/dart shooter to being a liquid projector - a kit that while fairly quick to install and remove, isn't so quick to as to be viable to do in combat between shots.

You'll note that while you can switch which pistol you have in each hand, you can't do so in combat - nor can you switch, say, armour pieces. It's reasonable to presume then that adding or removing liquid-projector modifications could take about the same time as removing and replacing pieces of armour, which has been abstracted out because it's not fun to have to wait for several minutes as your character readjusts their gear.

And thieves already have a dual-pistol animation...as a player with a main thief I don't mind the auto-attack being just main-hand, BECAUSE I have the option of spamming Unload until my initiative runs out.

Wow this thread is still going? Seriously you guys try so hard to justify why an engineers off hand can shoot glue and fire while finding as many reasons why it can't shoot bullets.
There is no reason an engineers off hand cannot shoot bullets except that you don't want it too.

You personally don't care if the thief to have a dual pistol auto attack animation, but some of us do regardless of having the option to use unload or not.

Please try distinguishing between someone making an argument for or against something, and someone simply playing devil's advocate.
