Can't help but notice black lion chests have doubled in price. Should people be buying now to make a decent profit?
What's causing this rise?

Black Lion chests rise and fall with speculation. The expensive part of the item is the keys used to unlock them.
Their value comes from people speculating on their value. You can make a lot of money by stocking up and then creating a bubble, effectively farming other people on the trading post. Last Halloween they bubbled from 2 copper a piece to 60 copper a piece briefly before settling down to 5 copper after the event.

I'm sure am gonna stuck up like crazy once it goes down again if it does.
''False.''
False info is still the reason the price has gone up.

Since nowhere does Arenanet ever confirm that the new weapon skins released with the update will be available through the Black Lion Chests as they were the Halloween update.

Per https://www.guildwar.../november-2012/
"The Gem Store will be well stocked in November! Unique minis and brand-new weapon skins made just for the Lost Shores weekend event are just some of what the Black Lion Trading Company has in store."
While it doesn't say that the skins will be available exclusively through the black lion chests, it wouldn't be unreasonable for people to speculate based on the fact that they were available through BL chests last event. Speculation is speculation, regardless of whether the info means what people think it means.

versus...
"The Black Lion Chest is getting a spooky upgrade for Halloween. Between October 23 and November 5 each Black Lion Chest you open has a chance to give you one of six exclusive Halloween-themed weapon skins!"
Hmmmmmm...

"All kinds of tricks and treats are coming to the Gem Store this Halloween. Costumes that grant spooky skills, tonics that transform you into ghouls and ghosts, creepy crawly minis to follow you around. And don’t forget to pick up your free devil horns before they disappear!"
That to me is rather similar to the wording they've used on The Lost Shores update page, and if I'm correct, all of those items listed were indeed available as a simple "pay and receive" purchase option, no random generated numbers, no Black Lion Chests, etc.
I don't think - and surely hope - that they're trying to beat around the bush here and use deceptive wording. I think the move that they made towards the end of the Halloween event, allowing players a "second chance" in essence, shows that they took complaints into consideration and tried to consolidate the problem. Meaning they were receptive to players' emotions. I think - and again, hope - they've learned from that mistake and will take a more straight forward approach.
You could be right, I could be entirely wrong. We may all be *ed. I don't know and neither do you. But, instead of complaining and hunkering down for impending doom, I'm going to compare their direct quotes from each update and give them the benefit of the doubt on this one.

For example, they were rather blatant last time about the fact that the Halloween skins would be a "random generated numbers" drop from The Black Lion Chests. Where as this time, there is absolutely no mention of it.
I would hate if they were being sneaking and beating around the bush by not bringing it up in the wording, and that would rather disappoint me. But, since they didn't, I think it's only fair to give them the benefit of the doubt for the reasons I brought up above, ya'know?
And yes, it's pretty much "for sure" that the prices have spiked simply due to speculation, or due to misguided buyers and sellers who were relying on word of mouth information such as "Areanet released that the new skins would be released using Black Lion Chests." since the market runs more so on lightning fast reactions than anything else. People probably spiked the market well before they actually gathered any information themselves.

Price on chests will rise until they say one way or the other that you will/will not be able to get weapon skins from them.
