SO I've stacked up quite a bit with Basic Trans Stones (around 200) which I don't even use but I'm running low on Fine ones. Anyone have any idea if there is a recipe on the Mystic Forge that has a chance to upgrade Basics into Fine?

I would say no!
But if you want to try and throw some dust or crystal (not sure) and philosophers stones into the forge go ahead, like you do with the mats.
