Your best bet is a "High" population server, as for which *feels* fuller it depends what zone you are in the game. I suppose you could make a list of the "Full" servers and wait and see if you can squeeze into one of those but that, of course, involves waiting.

Oh, so the game is telling you this as a server status information?
I think i remember that from a WoW demo - but why do they do that? Isn't it in their best interest to leave it unknown and let players scatter around? I bet everyone is chosing the busy servers.

Long term server choice is more heavily based on where your friends play and WvW considerations.
