That extra bounce can result in a lot more damage in a dungeon.

What it really means is: an extra 3-stack of vuln or Might plus an extra bounce on your auto-attacks when in staff.
The reduced cooldown on phantasms is a pretty significant damage boost for them, provided they stay alive long enough to deliver it.
I'd say they're both "good" choices, but I'd likely go with the phantasm cooldown in a power/precision build. When you're fighting a boss and you have 3 Illusionary Warlocks up hitting for 4k every 5 seconds instead of 6, that usually feels more rewarding to me than an extra 3% damage or a bleed stack.

To that point, if you're not utilizing shatters for damage, Illusionary Persona seems weird. You could pick up the extra bounce in that slot and have both. But that's just me.

I'm actually going for a shatter/phantasm hybrid ish thing. May i ask what build you are using? I normally use shatter for normal mobs and phantasm for boss.

Sure! This is what I'm running. I run full Berserker's everything. I'll run with Sword/Focus for general PvE and in boss fights to jump in for the extra shatter.
I have no problem at all with clone/phantasm generation (actually stopped using Mirror Images) so I'm constantly shattering. With vigor on crits, dodging is a very efficient way to pump out clones. For boss fights, my iBerserker is just bonus damage before shatter. With multiple mobs, it's AoE damage before shatter, ad nauseum.
It might be more efficient to keep phantasms alive now that haste if fixed, but I find it saves me the trouble trying to keep them alive to just shatter. Picked up the habit playing WvW, though.

This is true and I've gone back and forth on it. It's particularly useful for shatter-heavy sword builds. But I find myself in the middle of the fray more often with the Greatsword than with the Staff. More particularly, though, I find the might-on-shatter to be a really nice perk. With the amount I'm shattering it stacks up pretty quick.
When it comes to WvW, though, I'd probably go ahead with your suggested build (hadn't thought of it!). Reasons being 1) I'm not in melee range often--particularly during siege, 2) shatters are harder to land because illusions die super fast in zergs, and 3) glamour skills are by far the most powerful utilities a Mesmer brings to the battlefield. So thanks for the suggestion!

Due to the majority of creatures in dungeons are high healthed mobs that take a while to kill, phantasm cooldown should be able to keep up, at least almost. Illusionary Elasticity would seem to crank out more benefits in this case.
