Why are my FPS low?

So I got the free trail from my friend before I bought the game, and hoping that it will run smooth, I logged in and wasnt perfect
everything is on medium
I get 20 fps in bigger cities, 30-60 fps (RARELY) when nothing much happens, my average id say, 30 fps.

i would be happy if i had those fps.
The CPU is the reason why though. IMO it is the bottleneck of your whole PC and GW2 is highly CPU intensive. Even more than TES5 skyrim. I suspect if you upgrade the CPU to an i5 3570k you would see your fps shoot up.
But, have you updated your Geforce drivers? Certain drivers perform much better than others.

As above, your CPU is probably holding you back. Also, keep in mind that the minimum specs are for minimum performance, so it's possible you may get a bit better performance with minimum settings ("Best Performance").

Your simplest upgrade would be to get a better AM3 processor, such as some model of Phenom II. That should increase your fps. (but don't expect miracles)

We'd want to know a bit more about your system - the make/model of the computer or the make/model of the motherboard - to make a specific recommendation.

Yeah, as the others have said, the CPU is far from optimal for this game.
