Since nobody else replied, there is no shortbow stealth build. You can't go stealth with a shortbow unless you use your utilities for it. The only stealth builds are those that use an off hand dagger because of skill #5. If you really want to play a shortbow there is a player that has a few videos of tournament play and in one or two of them he also posts his build:
