Underwater Combat--Anyone else feel kinda weak?

I feel rather balanced above water. I can tell when someone is playing badly and can stomp them, but those that play well definitely make me wonder if I should run or fight and it usually doesn't matter what class unless it's an Engi at which point it's almost always run.

Underwater however, I don't see to do the damage that others dish out. Engineers I especially have trouble with underwater when they are spamming nades and have turrets out; my health drops faaaaaast. It's gotten to where I'll just stay out of the water unless I have a couple teammates for back up.

Anyone else feel this way or is it just me with a L2P issue? I'm accepting advice if that's the case. I'm still very new to the Ele.

I noticed that keeping your underwater weapon and rebreather up-to-date was more important than when fighting on ground, where I've gone 15-20 levels without upgrades without any problems. Although on my Engineer I still have my lvl 6 underwater weapons since once I took the grenade kit for a stroll I never switched away :P

I was more talking about PvP, as PvE is rarely an issue. But thanks for the reply :P

The auto attacks are worthless, but the other abilities are fairly decent. Water 5 and the detonate of water 2/3 hit hard. Air 3/5 are good control spells. Earth 2 does decent damage, 3/4 are good control spells and 5 is basically a smoke field. Fire kind of sucks underwater (imagine that) but 3 blinds, 4 cripples and 5 gives you vigor.

If I don't have my elite ready, and after using up water 2-5, I mostly switch between air 5+4, earth 4, 5 then back to water.

Every class besides us does LOTS of damage underwater with using only their low cooldown or spammable skills.
Thieves have that evade+damage move and the volley from harpoon gun, mesmers are insane, etc.
