Of course it will. Gold -> Gems is a zero revenue service. It's there to marginalize (not solve, just split the community) the outcry of only being able to use money to get stuff from the store. There will always be a percentage of the community who will point out that the option to convert farmed gold into gems is there, as long as the option is there. Raising the conversion cost is designed to force people down path that generates revenue.
I don't begrudge them their desire for money. I'm saying that they're using tricks to get people to spend money, not necessarily providing anything enticing to purchase. They're trying to winnow people's resistance to things they have at this point decided they do not want at the current price, not innovating anything new that would trigger a sale.
If you want to see how that example works, look at JC Penny's recent endeavor to go 'low price all the time.' They tried to just downmark everything and never have a sale. Not the same deep discounts that randomly occur, but lower prices all the time. They reverted because it did not generate the numbers they wanted. People are more likely to buy when they think they're getting a bargain, regardless of whether they need or really want the item. Just because the opportunity for what a perceived 'bargain' is.
