Where are black lion trading company representatives??? I cant seem to be finding any around my current location, township of claypool. Also, do they appear as symbols on a map? And can you find one anywhere or only in one location??? Thanks!

They are in the major cities, and in several zones.  Look for a round gold coin icon with scales in it.

This link may help. It looks like Claypool doesn't have one (I thought it might, since it has crafting stations), but there's one sorta close in Shaemoor.
