Quick question: If I salvage the same item with Black Lion Kit over and over again will I have DR?

No. There is no DR on salvaging.

No DR, but RNG with regards to getting higher tier mats and upgrades off the items, based on the kit you're using. I never had any trouble with BL kit (only BL kit, rest of them always give random chances).
