Clearly, the ability to server-hop has killed off some server populations (we're just a perfect example of that problem).
But, even with our population being gutted by people going to the server of the month, I have never seen the problems you are experiencing (I must play at a different time than you).
I really don't think it's necessary for ANet to merge servers together, though. I for one, enjoy having the maps not being completely overrun by people farming.
As for your partying problems, I suggest looking for a guild that has people online and who do dungeons/fotm when you're online. It's much easier to coordinate within the guild than going to a map and spamming chat.
