Personal progression towards a legendary is nil. I don't forsee ever having a legendary weapon.

Far too costly in terms of money and time.
Time better spent levelling and gearing alts.

I've only seen two people with twilight. What was strange, though, is when I ran into the second person wearing it and he asked me what armor set I was wearing. It was Draconic :\ Just struck me as odd that someone who put in all that effort for a Legendary wasn't aware of the draconic set.

But I'm definitely not going to spend so much time & effort on something - just to transmute it back to a nicer skin.

Before the end of the year? Probably, just not in 2012

besides, the concept of the legendary weapon is against the philosophy of why I bought the game in the first place, if the game is interesting enough that it keeps me logging on through content, then I won't have time to get a legendary weapon, if the only reason I log on daily becomes a legendary weapon, then the game just becomes a grind and I might as well quit at that point

But yeah I'd say about 1-2% of players will have one by the end of the year.

At best i will have my first dagger by the end of the year, at worst the end of january, then will begin grinding for either another dagger or the short bow for sometime in summer of 2013.

Its what they do and what they look like.
Besides if your into weapon swapping one legendary isn't enough, for instance do you get a pair of daggers or pistols with legendary.
If not the effect will be somewhat spoiled.
Same with any paired weapons axes sword shield etc.
Sure 2h weapons are fine
Ask me again this time next year.

Of course that may be a statement soon to be broken too.

I'd rather see skill based games give rewards based on skill instead of how much you're willing to tolerate grind or how willing you are to dump cash into your gear.
This game has a problem with gear in general. You don't get cool gear for beating bosses, like in instances. You really only get it thru luck (forge or drops) or thru miserable grind. Or crafting, and it's silly that crafting is the easy way to get gear (works for me since I'm into craftring but it's just a dumb way for it to work objectively).

that's exactly what it is...plus it takes way too much probability/chance thing to get the ingredients. I HATE that... if i put in the time, i want to get it. I don't want some computer generator telling me if i deserve it.

Keep in mind only the clovers require this and when you don't get them, you do get something else you do need (T6 mats). I know some people still don't like it but its not as bad as people make it out to be. My biggest gripe is the lodestones, or even the funny part where some legendary items don't need lodestones at all and some need 200g+ in lodestones. Equal parts on the no lode items are substituted for 3s ea. orbs that make big price gaps between legendary items. If I went for Bifrost for example I would be done aside from clovers and obsidian shards.
