That looks like the heavy T3 Norn cultural armor and Norn axes.
Edit: It doesn't look like the whole T3 set. I'm not sure what those gloves, boots or shoulders are called.

Looks like t1 gloves and boots, t2 shoulders, t3 chest and legs.
