They are legendary recipes that create a superior weapon, at least that's how I choose to view them as I hate the idea of there being hundreds of identical copies.
Therefore I feel that the best thing they could do would be to eventually allow players to customise the final finish.
Maybe at some point players will be able to create a precurser weapon to their own design and then turn that into a legendary.
Whatever they do they need to understand that not all players like their version as to what the final weapon looks like.
I have seen some appalling two handed swords.

If they release new ones that don't have absolutely retarded skins (quip, dreamer...ugh) or make a way to get them that doesn't require crying into the genie's toilet for weeks praying for a precursor and clovers, then I might think about it. but without an entire overhaul of the system, I'll just keep playing with my better looking gear that works just as good.

I saw yesterday a guy with Meteorlogicus. I felt so sorry for him, i had to zoom my camera to see was the legendary, and just because one in our party asked him what was that scepter

But the luck element should be the least part.
As I see it the player takes their character on a quest for a legendary weapon, a specific legendary, so you shoul'd be able to focus on what your looking for.
Since they require a precurser that is the part that needs changing, to much of a random element there.
I have a ranger as main so would be looking not just for a weapon I can use but one I use often in my build.
If they can do that then many more players might actually go for a legendary.

But I digress, there are a few legendaries that interest me (Kudzu, Twilight, Sunrise, Bifrost, Juggernaut, Flameseeker Prophecies) but none of them would work well on my main so at this point in time I don't want to work towards them. I think those are ones with high quality effects (unsure about flameseeker) so I would be curious to see what Anet would say if somebody put a topic in front of them discussing the state of the other legendary effects politely and constructively.

I'm all for new Legendaries, and I'm all for legendary maces that aren't disco balls attached to trumpets, but not every legendary has to be taken seriously; and trying to "repair" the damage done may just lead to new anger. New particle effects aren't hugely difficult to add to the game - I'd suggest just waiting for more legendaries before starting the grind if there aren't any that appeal to you.
