To strike a balance of generating revenue by being prohibitive enough that people willing to pay money to shortcut it by buying dye packs or just plain old gold off the store to buy the dye they want off the TP.
Those players are supposed to be viewed by the non-buying half as impatient and non-virtuous and deserve to be bilked out of their money.
But at the same time, not look like their drop rate is so prohibitively grindy that it gives the appearance they are only going to reward people who pay them cash for their shortcuts.
Nevermind the fact that ArenaNet pretty much only lauds the customer who's going to spend money beyond the initial game purchase.
It's like that guy behind the counter shouting at you that this is not a lending library.
When the playerbase is capable of generating its own revenue and rewards through actually playing the game is when ArenaNet stops making money.
You can say they have a right to make money. And they sure do.
But their current model is about as sick as playing Theme Park and giving out cheap sodas and charging 10 bucks for the toilet.

Order & cultural are just gold/subpar for a lot of money, so just for the looks.
If you want different stats/looks - and exotic jewelry - it requires a lot of extra effort though.

Or (in an attempt for myself to remain neutral) they just nuked the drop rate so they become more expensive. Also likely (also, what the hell, man!).
