Where do I go to do a battleground (if there are such things), and is there a level requirement?

Press H to open your hero panel, within should be a tab/button that takes you to The Mists, which is the PvP lobby. There is both structured PvP (8v8 or 5v5) and WvW (fighting over server wide buffs with 2 other servers). There should be a portal to the WvW, I believe called Eternal Battlegrounds, and an NPC to talk to for the lobby.

The button is no longer in the Hero menu. Either click the Castle icon in the upper left for WvW (or press the B key), or click the Crossed Swords icon and choose "Go to the Heart of the Mists" for structured PvP.
