Which two professions would complement each other the best?

One of the considerations is probably which combos you can set up - there are some professions that are good at placing fields (engineer, elementalist, some necromancer and mesmer setups) and some that are good at making use of them (warrior, thief, ranger, some guardian setups) It's probably better to have one of each rather than placing lots of fields and not being able to exploit them, or having lots of finishers and nothing to finish.
Elementalists specifically seem to do a lot better when they have someone else for the mobs to target - they're pretty squishy, especially at the lower levels where their selfheal is like putting a bandaid on a severed artery.
That said, which professions the two of you enjoy most will probably make more of a difference.

If you need to have widespread fields and combos, best take 2-3 combo layers (engineer, necro, ele, guardian) and 2-3 finishers (warrior, mesmer, ranger and thief).

If you just wanna quest/leveling and are searching for the best duo for that. I would say a heavy tanky profession like Warrior and Guardian and one more DPS oriented (which can be any of the 8 professions really, depend on your build). 1 kind of duo that work less is having two low defense character like a Thief and a Elementalist. Even there for quest/leveling if something is too difficult for you duo at some point, just get too a lower level area.
If you wanno choose a duo of profession to do dungeon that can carry a group in dungeon if necessary because you can always pick up bad pug. Then profession don't really matter. Its all in the build and playstyle. For exemple, a Thief can use stealth to revive almost anybody even a Warrior in the middle of a boss fight. A necro can apply enough blind for your group to go through a difficult part in a dungeon. A Grenade Engineer have enough AOE to kill spawing mobs quickly enough so your group don't get overrun. A Guardian can keep your party alive with heal. There is so many possibilities, almost any duo of profession can make the job done, you just need to create a Build that fit you well.

A heavy class (Warrior or Guardian) + any squishier one. Personally I think Guardian+Engi makes a great team for survivability, damage and cc.

the exception is Ranger+Ranger and Guardian+Guardian. Those two really work well within their own professions. In PvE... almost anything works together.

due to combo fields layed by the Ele and the variety of different combo finishers of the war.
BTW, not everything go together, kiting/mobile classes and AOE classes are not played well together .i.e I put my AOE field and my partner just kite/kick the mob out of the AOE...
ranger+Ele not efficient duo.

Hammer Guardian -----> 5s CD Blast finisher
Result: obscene amounts of Might. Also Hammer 5 + any AoE is straight up ridiculous.
