As a sylvari I'd love to be able to hide other pieces to show off my glow more! Even the cultural gear covers up pretty much all of it, seems like a redundant thing right now...
They should give us the option to hide all pieces of gear

Yeah if that were possible you'd see almost every female human, norn, and possibly sylvari running around in their underwear. The largest amount of the player base enjoys skin haha. How many lvl 80 female characters do you see in the underboob armor, the winged set, and various other battle bikinis? Answer: alot

To be honest, all of those skins look a lot better than the basic underwear, so I doubt that people will hide their armor just to see it.
@OP: I can see why you want to see your sylvari's glow more but I think it is better to wait for new armor that achieves this instead of allowing people to run around naked.

I honestly don't see why you would hide your top or lower half, aside from shoulders and headwear.

To see the sylvari glow. Most armours cover up your characters arms and legs so it's a lot of wasted detail - the best I got was T2 racial gear on my necromancer which shows off her glow pretty well
