Sorry guys, you're wrong. It's Banded Armor. Check out the shoulders and the scales on his arms.

it's a mix of different armors, the chest and helmet are clearly tier 3 human cultural

It's a mix of armors, as Imaonade pointed out. I think the chest is reinforced scale armor, banded shoulders, and t3 human cultural helm.
