Why does my max HP fluctuate? (At the same level)

Does anyone know why this happens? For example, my normal HP sitting in town is 31k. However, the moment I enter Arah, it's brought down to 28k. I'm still level 80 in Arah and have not received any buffs/debuffs/etc. and my gear has not changed.
Similarly, I could go to a level 80 zone and my hp will be different now at 29k. Once again, gear has not changed, I have not been down-leveled to match a zone level, and I am not suffering any debuffs.
It's always higher in a town than outside of town and I've looked to make sure I'm not being buffed somehow.
What's happening?

Are you losing your WvW buffs in instances maybe?

WvW buffs are server wide - which means anyone gets them on their home server, regardless if they participate in WvW or not. What Hep is suggesting is that these bonuses (that show up if you scroll your mouse over the WvW icon) might disappear (or are bugged), especially given how A.Net only actually implemented them a few days ago.

Oh, and another thing - you'll lose those buffs if you're in an overflow server. So perhaps your loss of health is because, under normal circumstances, you have the WvW buffs (not from your participation, but the server's achievements). Then you're losing them, either because you went into an instanced area (dungeon), or on an overflow server.

Know what? I had no idea WvW could give higher HP as an inherent bonus. This is very likely what's happening. Thank you to both of you for pinpointing the issue.
