Thief stat priority?

Generally, you want to focus on your damage first - because other Thief builds are simply less useful than a Thief's ability to do a lot of damage. Thief Shortbow-3 is the reason they're allowed to focus so much on damage and so little on defense. It allows you to dodge essentially any time you want.
As for defensive stats, I've found that Thieves benefit more from Toughness than Vitality, due to their low armor-class. With a "full damage spec", I have 14k health and a lot of toughness.
Specifically for D/D Shortbow, you have to choose between Crits and Conditions.
Leaping Death Blossom is nice to keep doing damage while you disengage - but I've found C&D->Backstab to be more overall damage for any PvE content. If it's unsafe to melee, just Shortbow, keep the mob poisoned, and spam Cluster Bomb. The crits from the initial hits will still be nice damage, due to the Condition-duration you get from putting points in the Power trait line.
Example build, for CnD->Backstab full-damage:
Haste->Dagger storm=heavy damage, plus full-heal with Signet of Malice.

This is only true if you have a decent amount of condition removal. Otherwise, conditions will chew you up and spit you out. In WvW this is even more the case. If you have no points in the SA tree, you're sacrificing a lot of durability in terms of both toughness and condition-management.
