I found this build and it looks appealing to me however I don't see the point in living super long if you deal crap damage. So do you guys think you would still be able to deal decent damage with this build or is it solely meant as a tank for a group? what is the solo viability of this build?

My friend is running a similar buid. But he use Healing signet and his banner give regeneration. With his cleric's set, the regeneration he got is higher that the most dmg he can get in dungeon (not high level fractals). With cleric's and the 5% of toughness give to power he can do descent dmg but nothing really great. But he give regen to everybody around his banner and can do the dirty job in close combat while the rest of the group do the dmg.
I don't play Warrior so i don't know if that's a great build for them, but i like having his warrior around.

Just from looking this over I can tell you it's pretty bad. Juggernaut is 100% our worst elite, it's never used (Racials are better than it). It gives you 30 points in tactics, but you don't have any boons for the boon duration. Tactic's best assets are the two grandmaster traits, IBS and VS, without them you are gimping all sorts of your ability.
It doesn't even give you Sure-Footed or Defy Pain in the Defense tree. Honestly, whoever made this build doesn't seem to know anything about Warriors, or it hasn't been updated.
To answer your questions:
Any build will do fine solo, really, but you want to shoot for maximum preformance.
You would deal awful damage with this build, and you would be an awful tank as well.
If you want a tanky build, check out Sithicus' [Think Tank] thread here in the warrior forums.
