Would it be cheaper to buy the cultural armor or craft the exotic tier armor for medium armor?

Cultural armor is just about how it looks. It doesn"t worht the price as an armor as you will pay 120gold for a Rare 80 armor....Crafting a 80 Exotic armor will cost you a bit less than 20 gold depending on the prices from the TP. Even less if you have been able to gather some mats.

There are 3 tier's for Cultural armor that have vastly different prices. Around 80g for Tier 3.
However, cultural armor is only rare in stats (not very good) and most players would transmute it onto exotic level armor or better.
The craftable Exotic armors have the best stats but are not the sexiest looking armors in the game.
They are very cheap to make.

For a free armor option, just run AC while you are leveling and it's easy to have a full exotic armor set before you hit 80.

cultural armor is only rare quality, so it has worse stats than crafted exotic.  it's mainly there for the skins, and t3 cultural will run you ~119g IIRC.  crafted exotics let you pick your stats more or less with your insignia pick, and will run you ~20-25g assuming you have to buy absolutely every mat for the craft or if you are just buying the armor outright from the TP.  

Or you can get exotic armor for free by running dungeons.  AC takes less tokens than the rest of them for the whole set, takes about a week of running all 3 paths a day to have a whole set, and running all 3 paths takes ~1 hr depending on group.

At current prices, the best you can do is run the explorable dungeon of your choice daily for 1 or 2 weeks. I personally crafted full exotic sets for my characters but that was on a different market.

As others have said, crafted armor is a lot cheaper.  Even if you had to buy all the mats to go from rank 0 in the crafting profession to rank 400, it would still be cheaper than tier 3 cultural armor.  But, unless crafting is really important to you, its probably easiest (and not much more expensive) to just buy the armor from the TP instead of crafting it.
