Basically, what you have outlined is a good thing.  you have simply stated it in a way that makes it appear not as such.

The current situation has neither crushing wins or defeats.  Yes, some servers win relatively comfortably or lose repeatedly but the margins of those results are still reasonably close and for the majority of each 24hs there are still real and competitive fights going on (and when that stops happening it is usually because a server has given up for the week.)  Isle of Janthir v Crystal Desert v Yak's Bend would not be remotely close - IoJ would probably have 500+ PPT all the time (and it may even be like the last time a T2 server found itself in T3, when SoR absoluutely annihilated the opposition (540-63-16.)  Are you really so tired of losing all the time that you think games being 400k+ point wins would be an improvement?  No side enjoys games like that, and you'll frequently go from winning like that to losing like that.  The only way weekly promotion/demotion could work without wrecking the game is if the margin of difference between the tiers is greatly lessened.

i was working under the assumption what you said was true.  as in when you said:

"Then you'd get crushed one week, annihilate everyone the next, get crushed again, annihilate again... it wouldn't be balanced.  You'd have boring matches each week, they'd just involve mixing boring wins with boring defeats."

as you said above though, thats not necessarily true as it may just be a somewhat balanced match followed by a skewed poorly balanced match followed by a somewhat balanced match etc..  I agree that is a possibility as well.

i'm still not convinced that the system proposed would be a bad idea as variety may still be more enjoyable for more people.  i can't say for sure though as we don't really know.  we don't live in a world where the matches run that way so we can only grossly speculate about the details of such a world.

IoJ is having fun in winter wonderland. If they moved all the Wintersday events to WvW (like behind a keep wall) we'd be unstoppable.

What i did on Blackgate was I went to LA and told everyone there was a new Wintersday jumping puzzle atop the SOR garrison.

That seems to help some.

We just need Freelancer Claus handing out presents in Stonemist. But only if we own all of EB, otherwise everyone is on the naughty list.

I heard that one of our better guilds [HIRE] just left IoJ so expect us to get smashed even more regularly now!

Perhaps we belong in T3.

We just got two exciting fights in EB during the last 12 hours , first against ND guild of IoJ during asian prime time, we repeled them after 3 hours hard work , but not so well done while against SoR and lost sm just now, too many ppl help our enemy burning down the supply.   but still thank sor bringing  this good fight to tier 2, and NeverDie from IoJ too .

they left to go join ehmry bay. but i wouldnt call them one of iojs "better" guilds. sure they made a difference to the ppt but mostly though pvdoor and mindless zerg tactics. was it effective? sure, as i said the ppt would always go up and in iojs favor when hire was out. but that doesnt make them one of the servers "better" guilds...pvdooring and zerging lesser numbers doesnt make that guild one of the better guilds. the better guilds on ioj are the na crowd who always have competitors on all the map and are usually outnumbered on all of them. they were fighting the hard fight, not hire...

i am interested to see ioj and ehmry bay meet in battle now though. the hatred and drama over hire leaving should make it a real grudge match, worth watching.
