So from my understanding of this, you have the Gifts, which shouldn't contain minis and then you have Rare Mystery Wintersday Boxes which can be either bought in the cash shop or have a very low chance of dropping in the world and those RMWB have an uncommon chance to have a mini. And then you need 3 minis to craft a Quaggan mini.
I haven't come across any RMWB yet.

On the other hand BIG inflation works extremely well for Anet, the more gold you need (the less chance you can grind it) so with high exchange of gold for gems......solution that is blessing for Anet
