I'm talking about some players below difficulty 10 not taking low level characters with them. Difficulty 10 and above you need exotic, max stats and infusions.

And yet there is not a single place in the whole damn game that requires those "best stats".
Indeed, ArenaNets fantastic decision to not have the best stats in order to do most of the game, I totally agree.

Still though I wouldn't be too surprised if we start seeing some gear checks for higher level fractals which is an unfortunate side effect. Unless of course there's a way of seeing how deep each individual member can go, then I imagine players in +20 fractals will recruit players who are 20+ as well (which I like better but we'll see).

Yes I don't see the problem?
People that do not have the best armor stayin lower tiers (they can experience all content there, there is no gating) or they can try higher level tiers to see if they're capable of completing them.
And people that do have the armor/infusions can go higher higher just for the sake of being able to say they're at a certain tier.
There is no difference with the PvP titles.
Casuals will have a hard time getting in the high level of those titles, the hardcore PvP'ers will keep progressing, but that has absolutely no effect on other parts of the game.

Better to test it a few weeks before than launch it now with some dangerous bug that resets peoples progress or something like that.
Quite fun how people complain about them putting in untested stuff, and when they do test stuff people complain that they don't release it now.
Because they discussed it, I assumed it was either ready to go or almost ready to go. Anet usually doesn't discuss fixes until they're pretty far along in the process. If they can say it'll be ready to deploy at the end of January instead of "when it's done", then they must be either really far along in the bug fix process or finished.

Point was by allowing say a lvl 2 players play with lvl 20+ players....you will get this...lfg lvl 23 fractals....player joins fractal, team wipes because 2 of the players keep going down, oh sorry guys I dont have any agony resists and I have no idea what to do at higher levels, im only lvl 2....
You see what I mean? More time wasted getting groups to find out you have 1-2 players who are not ready for the content. They would not have the experience and learning process of the earlier fractals to know what to do. To know what gear or builds to bring. They can get away with no agony if there good, but they can't get away with having no idea how the higher level mechanics work.
So the chances of you getting more "gear checking" more " must be this and that to join" and the higher chance of you getting fail pug groups....will go up ten fold because of these changes.
So there saving players time by fixing the disconnects, but wasting a ton of players time with this badly thought out new lvling system with fractals.
So lower level players will stay have trouble finding groups and unless you have "this" and "that" will basically still be locked out of doing fractals.
And yes people will most likely ask what each members' individual scale is but the fact you can now group with people slightly higher or lower than you counters this. Frankly, this update is a godsend for people doing scale 40+.
On a side note, I wonder if we'll still have to be in the same instance of LA to actually enter.

I agree they needed to do something but your assuming people are not morons and lvl 5's won't try and join lvl 25's without knowing what to do or any agony resists and without telling anyone in the group there actually only lvl 5...they will wait until the party wipes and then just leave.
We will have to see how it is implemented but the system there planning on using seems badly thought out, open to abuse and griefers and just generally not a good system. It will make players want to check gears and builds and if you have this and that more, it will also increase the chance of fail pug groups ten fold.
It will probably end up having a negative effect on lower levels fractal players because they will have to jump through more hoops to get into groups and more players will be worried about having a fail pug they will insist on only bringing the current level players and tell everyone else to piss off.
I don't agree with it but that will happen if Anet design a system like they described. Hopefully they take player feedback and make some changes before now and end of jan.
If they do move FOTM out of LA it could be harder to group up with other servers players, we need an overflow server to play players from another server in fractals, in LA we get a overflow right away 90% of the time making it alot easier.
They did say there fixing disconnects, maybe they will also fix it so we don't need an overflow to play with players from other servers for FOTM's anymore.

(reward level = min( player fractal level, fractal of level you are playing )
A player at level 1 fractal can join level 2-4 and find a group easier.

It's a giant or w/e in one of the fractals.
He's chained, the fractal is about you freeing hem, and then he walks away.
