Wow such a vague question ...If you want help you could start by answering these questions:
1. What type of weapon was the person wielding?
2. What kind of effects does the weapon have?
3. Any special characteristics that caught your eye, apart from "extremely bright"?
Also, check through the list of legendary weapons to see if it is one of those.

Sword = Bolt (Legendary)
Focus = Anomaly (Purple glowing thing)
Backpiece = Fractal Capacitor (500 ecto's in)
