What is the basis for 'probably not' What is lacking because ive heard of far worse being played on sufficiently on low settings

GW2 is very CPU based and your CPU isnt that good. And intergrated gpu's arent that good either.
However, this might help you http://www.systemreq...ntslab.com/cyri

The Pentium B830 is low end, but should be alright for low settings at low resolutions. The HD graphics are also very low end for GW2. Lowest at 1366x768 in PvE should be "playable" (don't expect great performance), forget large scale dynamic events and WvW, it will be a slide show in those two cases. Lion's Arch will likely be slow too.

The B830 might have a low clock speed, but it should be comparable to the minimum core 2 duo requirement due to the clock for clock improvements from the new architecture of the CPU.
