Instead of farming Fractials to buy it, can you make them in the forge like the quivers and books?

Well, you're going to use the forge to "upgrade" the Fractal Capacitor regardless. But, I think in general, the answer to your question is no. If you're interested in very specific details, Dulfy has a great guide running through the numerous information regarding Ascended gear and how to achieve it.
