It's at one remove, but killing a mesmer's illusions pretty much kills shatters. But the point is still well made - the ranger keeping their pet when downed is simply a payoff for all the
other ways a ranger can lose their profession mechanic.
Another point to be made, however, addresses the OP's claim that ranger pets should be nerfed because other professions have to make investments to have their pets (mesmers aside...) while rangers get it inherently. Myself, I think that's looking at it from the wrong perspective. Rather, rangers don't have any choice
but to have their pet, and thus it's more important that it be useful in a wide range of circumstances than a necromancer minion that can be traded out for something else.
