As it is trait/gear increases make lower levels a joke even with downscaling, upping them again will make this issue worse.

And i don't realy think they will change this, it would be totaly acceptable if they do the same thing here, and if they make a disced expansion out of it.
There is an exact quote how they "really think we'll be raising the level cap with expansions.
Found it:
"and we’ve always expected that we will someday raise the level cap in GW2.”" O'Brien

Since ArenaNet seems intent on funneling everyone into whatever the latest grindable content is, I doubt they'll see the downscaling problem as an issue.
They didn't have any problem with introducing Ascended gear with up to 10% higher stats than Exotics. (I think it was Mike O'Brien that said something in the official forums about 5-10% better stats not being a "huge deal")
I'm expecting that if they do a level cap increase, it will come with added traits since they're wanting to give people that feeling of achievement. Especially if the higher level cap comes in a pay-for expansion...

Raising level cap isn't inherently a bad thing.
If it doesn't render previous "elite" gear useless, and doesn't introduce huge grind (a la WoW, with exponential exp requirements for the next level, thus steeper and steeper levelling curve) it can be nice to have a sense of progression.
And most important, a raised level cap shouldn't render previous content useless.

I reached level 80 and didn't make anything of it.
So you reach 90 a week after the expansion is released and what do you do then? Start asking for higher cap?
Higher cap? No thanks.
New exciting content? Yes please!

The same thing the 80 cap gives you: an obstacle to immediately running to the end.
Given the number of different ways you can level up, I have to say I much prefer this approach over being forced to go through the same linear list of missions in the same order every time.

I'm making progress in the game because of the storyline not because I want to hit the max level.
For some reason I never cared about it and never will.

As a guy that levels though killing, I'll take a linear list of mission anytime. (Of course, as long as they are kill-shit-related.)

That's nice but it has nothing to do with what I said.
The end goal of level 80 isn't level 80, it's Orr. Just like the goal for level 60-70 is places like mount maelstrom and fireheart rise, etc. You have a good amount of freedom to mix and match story, crafting, hearts, events, wvw, mining, farming, dailies however you want to get there. That's what levels allow you, many options for progression through the different game zones, rather than just one.

But if the cap stays 80 and every new zone is at lvl80 you do t have the issue of people wanting to rush to the last area just for better loot. It also means the story wouldn't have to be so linear in the zones you visit. They could take place in any of the new zones at any time. It also means that these zones would stay relevant for longer.
