What makes the Prototype fractal capacitors worth getting?

and the missing upgrade slot is a bug, which will be fixed far into the future since Anet lags it on the small stuff, but by then you should already have an ascended grade backpiece, the capacitor alone is over half the effort

Ascended gear doesn't let you upgrade it aside from adding an infusion, HOWEVER - they automatically include the equivalent of a gem upgrade in them.
When you transform it from a rare to an ascended item, it gains stats. The numbers in parenthesis are the stats separated into their two stats.

I can understand your confusion, however you're being a bit obtuse. The fractal capacitor that you put into the forge will come out with the same stat spread as when it was put in, just upgraded and with the equivalent of a gem upgrade as well.

it isn't random, it corresponds to the base stats of the particular fractal back you got

there are 5 different prototypes you can get and each only leads to 1 outcome, it's not random at all
