I was a big fan of the Isle of Meditation guild hall as well. It had everything, waterfall, beach, a boat, fire breathing lions, even a pet turtle. But the best thing about it, easy access to NPCs. You didnt have to run across the map if you wanted to do more than one thing.
As far as theme goes, a guild hall modeled after each racial city/starter zone and LA would be a good start. I'm also thinking large scale. At least the size of a larger area in a zone. Complete with jumping puzzle and vista. And a place to swim, just because. I want a place big enough to play hide and go seek. One thing Anet does really well is design landscape, guild halls should showcase that talent.
Features should include Bank, TP, Crafting Stations, Merchant, and Repair NPCs. Mini games that earn your guild influence, would also be a cool thing to have. It would be the perfect place to finally add the bar brawl. They could also do alot with environmental weapons. They could have something like snowball fights but more like laser tag. Basically, give us something to do when we are totally bored of everything else, but still want to do something fun as a guild.
