If it helps, my playtime is now after work which is somewhere between 7pm-11pm EST (min 1hr of which goes to WvW).
I'm pushing all my alts to max now. I generally play around for a bit, killing stuff int he first zone to unlock weaponskills and then I get the craft for my character+2 leveling crafts. All my chars have their own craft, tailor on mesmer, huntsman on engineer, etc. So I get their main craft (expensive) and then throw 2 gold at it to add another 20 levels.
I'm saying this to show where i'm coming from.
So I'll be around level 20 or 30, having checked the starting zone. There's some people there, then Kessex hills, there's people there. Harathi hinterlands has what it seems like a permanent 30-50 people doing the modniir chain. Then I go gather more skillpoints and go sparkfly, there's always a few parties doing those events and then I hit Orr and run to CS where you have people doing those events all day.
So I frequent those areas the most and there's a lot of people there all the time.
Some zones have maybe 10 people in the entire zone in it, like fields of ruins. But that had few people even at launch.

Ok but see what you are doing is adjusting to where people are, you are not inherently enjoying the game by going to many different maps...that's my problem lol. Lvling is not an issue.

An event sponsored by GSCH on SoR, over a long period of time, after guesting is implemented so it should be a good time!

On JQ balths is open spontaneously at times and unless bugged, the other temples are done too.
Low pve pop servers seem to to struggle with balths, creating community events to try and open it and sometimes even doing "temple runs" because the other temples aren't done either.
About adjusting to where people are. I've played since early start or prerelease or what ever. Maps like Field of Ruins never had many people on them, not at the start, not middle, not now. They're sidemaps, like side-quests. There's no need to go there so the general populace won't go there. Imo it's up to ANet to make those places interesting because other than map completion, I have no need to ever walk those lands. Maybe an event that opens up a mine that has an ori node in it or a low but possible chance ot get a cool skin.
Nobody went for that dragon-like guy in GW1 until they put totem axes there.

The other cool thing was there were server events. I think they are done every two weeks, the one I went to (I just came across it) was in Divinity's Reach. They played trivia, games and it was generally a pretty fun time. I really like Yak's Bend.

With guesting coming up, I might just hop into one of the more lively PvE servers and level my new alt there
I found the oppisite coming from JQ myself . Always people around wherever I go and met tons of people that talk lol you must be on a different JQ than I'm on.

Yup, I'm on JQ, and it's pretty active in PvE. Map chat is always people saying when certain events are going to happen (dragons, Temple of Grenth and the Shelter/Penitent chain in CS, battle pit in Gendarran, etc), and say chat can be pretty chatty when we're not fighting. I do a lot of farming in Cursed Shore right now, and there's a few players that I see there frequently, enough that we all recognize each others' characters and say hi and stuff like that.
People are usually pretty friendly on the PvE side of things on JQ. The thing to remember though is that chat is not always going to be hugely busy because oftentimes when people are out in PvE zones they're doing events...and trying to type while fighting (and without dying) is not terribly easy.
