Will dungeon armor be obtainable with the new rewards system?

I will say that coming from GW1, I was a bit disappointed in that there weren't multiple ways of getting any of the armor sets in the game.

It's not mandatory of course, but having more options for these achievements (which was hinted at recently) would be a welcome change.

The gear is specific for their dungeons.Getting them without doing those dungeons does seem quite silly.

There's also AC2 and TA1 which don't take too long.
Actually most dungeons in GW2 are clearable within 1 hour if you know what you're doing and you skip the skippable trash mobs and in-between bosses.
