The Athlon 5200+ was a good processor in it's day, but it's way behind the curve now. The HD4730 was never good. You'll need a complete overhaul - CPU, motherboard, RAM (DDR3), and video card - if you want any real improvement.
There are some better processors you could get that would fit the AM2 socket, but it wouldn't be much of an improvement.

Note also that that system is old enough that it may have an IDE hard drive or optical drive. You may need to upgrade them to SATA as well (it's hard to find a new motherboard with an IDE port).

The i5 430M is at least 1.5 times faster than your old Atlhon 5200
The Mobility 5470 is maybe as low as 1/2 as strong as your 4730.
You are probably running a much higher resolution on the desktop.
GW2 is very CPU dependent.
My guess is if you can put an Athlon II x4 CPU in your motherboard, it might get up to near where your laptop performs.

The benchmarks I looked at showed the 4730 near the 4770, but louder and more power hungry because it was made from one generation old GPUs.

Yeah, you'll never get stellar performance out of the desktop (the RAM is also very low), but you can look around for a cheap AM2 based Athlon II X4, they'll be pretty rare though, and i wouldn't spend more than £50 on one.

If you want to check if your computer will run GW2, check here.

If you find out you can't and need to think about upgrading or building another, check here.

Might require a bios update check the motherboard makers site and see if it will support a 95 Watt processor. I would also upgrade the memory to 4 GB
