There are however undead horses in GW1 so I doubt anyone is saying horses have never existed on Tyria.
I always thought that one of the reasons why horses etc were'nt used is that thanks to map travel they were rendered obsolete. We even get an in game quest than mentions it and seems to imply it's nothing special http://wiki.guildwar...Travel_Inventor
While mounts are fun, they do introduce all sorts of design issues for towns and the like. I remember in early days AoC people would park their mammoths across the street leading to huge traffic jams of people trying to get by. Not to mention the infamous Benny Hill Horse clip from AoC. In Wow, mounts just make the towns look like huge parking lots and you lose the atmosphere of the place amoungst all the glowy stuff
Certain streets and paths would need to be changed so that clipping didnt happen, or people didnt look silly trying to get by. Not to mention the jumping puzzle and terrain issues you'd get by allowing them
