A similar system would be nice and should be available on the GW2 official forums.. More organized, streamlined feedback.

The periodic newsletters, previews, and interviews don't hurt but would be nice to see what you guys are planning on a month to month basis so that the community can give you constructive feedback.

If you look at them right now, they are working pretty well. These were implemented for PlanetSide 2.

Where you lost the part "Anet and their devs don't give a damn of the community nor read a damn of what they wrote until it becomes a huge mass of posts about a particular topic and (rarely) acceptable to be heard". I was sure everyone of us was used to their pathetic attitude, accepting the reality.
To be clear, i love your idea, and have a sense. And yes, would give us a form of communication with the team. They just, well.. don't want any :P
