Are there any american servers with a LARGE PvE population and activity but low WvW activity (low queue times)?

You needn't worry about queue times anymore. That was mainly an issue at launch, but since then WvW participation has dwindled quite a bit - you'll only be faced with queues even at the higher-tier WvW servers during primetime. (And even then, they're maybe 15-30 minutes long at absolute max, on Fridays/Saturdays.)
Guesting will be coming out soon so you'll be able to end up guesting to a server with a high PvE population as well, too. But in spite of all that you might want to look into servers like Crystal Desert, Fort Aspenwood, and Isle of Janthir - they aren't top-tier WvW servers so prime-time queues should be all but eliminated, and they all have fairly decent populations so PvE won't be an issue either.
