Arenanet wants guild wars 2 to be like a realistic world that is always changing, so does that mean when it comes time to fight the next elder dragon that Zhaitan will be dead "permanently" and that Orr will become safer?

If they never raise the level cap sure. Then the relevant content can become 70-80 and orr can become side content.

but wouldn't they have to raise the level cap in this case if we are already level 80 they would have to make more powerful monsters and such or our already level 80 characters would be kind of useless to pursue the story with any further

The story of Zhaitan is our main quest, I seriously doubt that they will change much if anything about those zones. The problem is that the current zones we have are rather played out as a timeline to the fight with Zhaitan. As you progress through those zones you will see effects of your personal story up to that level (whether you have done it or not). Going back a zone basically means going back in time in this system.
I'm afraid we will have to look to new zones for more dynamic world events... Likely there will be other great dangers, be it Elder dragons, ancient monsters or whatnot, that will have temporary effects on the world which will disappear after the danger is dealt with.

I have got an idea. Why don't they use similar system to WoW phasing and change the ORR areas for those who finished personal story. Or make a special overflow servers.

Well it was much easier in GW when everything was instanced. I'd say Orr will.stay the way it is, since it takes.times.for the corruption to subside then disappear. As for our impact on the world, I can imagine ANet making some areas accessible only when MQ is finished or something.

Well remember at the end of the story Trahearne says there are still a lot of Zhaitan's minions that will have to be culled. The continent of Orr does not just go back to normal like a Disney movie. Who is to say there aren't so many it won't take several decades?

The story has many possibilities to continue without remaking Orr. For instance a lieutenant of Zhaitan's could still be making undead deep with Arah. And this could lead to another huge event chain and new areas in Orr. We've only really seen the coast so far.
