Straight up buying gear that is BiS at the time? Not really, no. At some point, after they released another tier of armor between ascended and legendary, I could see them offering ascended gear as a shortcut to people to catch up with what the majority of player is doing in game. Arguably, that's called called convenience. Players can either work to get to the best gear or pay a price and get it faster.
On the other hand, MMOs are all about progression, a never ending journey, so maybe ANet won't offer players gear progression skips because they want every player to experience the game to its full extent and prevent newer players from ruining high end gear runs by just buying the appropriate equipment. People are already upset that there is no reliable way to check a player's experience with a certain kind of dungeon(mostly fotm for now). Sure, that can be easily solved with publicly visible statistics(i.e. completed dungeon levels), but that's going off topic.
I don't know, I could see them going either way right now.
