I just achieved Master Leatheworker and made a set of exotic Emblazoned armor (max stat) for my human ranger. However, my favorite skin the the Tier 2 Cultural Armor. I have some transmutation stones. Can I buy the Cultural armor and transfer it's skin to my rangers Emblazoned armor? If I can, is there a cheap way to do this? Buying a complete set of Cultural Armor is over 7g and that seems like a lot for just the skin. Thanks

Be sure to buy the cultural with the ranger or there will be complications that are unnecessary.
Since your questions are misleading or poorly worded, I will clarify.
You can transmute any armor you can use with that character onto level 80 set the character can use using Fine Transmute Stones.
Basic Transmute Stones will not work if either piece is level 80.

You can do it, but you have to pay the full amount.

Well, that just depends on how badly you want it. All of the tiered sets are unique skins that cannot be acquired in any other way, so its reasonable to me that even the low-level sets are worth significant amounts of money. Especially since transmutation keeps them useful beyond their rarity and level requirement.
Remember that you can use transmuted pieces to transmute other pieces, so as long as you keep it you'll never have to purchase it again.

Yes, you can transfer the skin off of any armor to another piece of armor using transmutation stones.
To transfer a skin to a lvl80 armor you need Fine Transmutation Stones.
And if you don't want to spend the full amount on a T2 armor set you could skip some parts. Like if you're not displaying helmets there's probably no point in you buying a T2 helm. Or skip boots or gloves or any other part which doesn't seem important to you.

And remember - since it is cultural armor you can only use it with the race for which it was intended, even after transmutation. So don't buy it with one race and hope to use it on another at some point.
