While I understand the item itself and the weapon you choose to use it on cannot be traded, I'm wondering if you can transmute the skin onto a white piece AFTER the initial application and trade it that way. Does anyone know?

Transmuted things are always account-bound, provided they weren't already soul-bound before. HoM items count as transmuted items. There is only one way to get HoM skins, and that's by earning the required HoM points.

This.  The HoM skins are a special reward to the dedicated GW1 players and as such are not intended for anyone else to use.  Its one of the few things Anet did to pay homage to their GW1 fan base honestly, so don't expect that to ever change.
