Finally joined a guild and after I figured out how to open the guild tab it says I have built up 1,681 guild influence.  However, when I go to the Upgrades tab and then click on the categories it wont let me use any of them.  Whats the point of gaining guild influence if I cant spend it?

You don't have permission to initiate builds for your Guild and spend your Guild's influence.

Check the Roster and Ranks tabs on the Guild page. They will give you details on how your guild distributes permissions and who has permission to do what: start builds, deposit / withdraw in the Guild Bank, invite/promote/kick members, etc.. Typically (by default), the "New Member" rank has very few privileges enabled. (Can't have somebody joining up, spending all our Influence, emptying the bank, kicking all our members, then bailing... can we?)

If you feel you deserve more privileges, you will need to speak to someone in your guild with the ability to promote you. Alternatively, you can petition a build-enabled member to initiate a build that you want.

Just leave and look for a new one.  Sounds like one of those mass invite guilds that promised all these bonuses that you never actually get to use.  I had a guy whisper me promising me all that stuff and was in the guild for 3 weeks and never got a damn thing.  I thought there were like WoW's guild perks where they helped everyone out in the guild regardless of guild rank.  Guess I was wrong lol.

Just join one of those guilds that have permanent buffs running all the time. It's the easiest for everybody. They are passive so affect everybody representing the guild without the need to touch any flag. You just need to be representing the guild. Quite a good incentive for people to represent your guild if you ask me.

Flags are inferior in all ways. They only last a few hours once placed, and last only 30 minutes on you once touched, forcing you to remap to the place where you placed it every 30 minutes to have permabuff. That's why you ussually see them on LA or on those typical farming places. Besides, if everybody in the guild was able to place flags there wouldn't be enough influence because everybody would be using the flags for themselves as soon as they were available.

I don't think you understand how it works.

@OP: The influence number you see is not yours, it's the guild's. The leaders of the guild will turn on and off buffs that affect everyone. These cost influence to activate, and they are temporary like, 3 days, or 24 hours, etc...To see which buffs your guild has currently turned on, hover over the guild icon on the UI, it will list the buffs that are currently active. They are passive buffs, that effect all the characters on your account as long as you are representing the guild. That being said, if the guild only has 1600 influence, then something might be wrong. Either they just formed today, or they just bought some upgrades, or they only have 3 members. My current guild has around 800,000 influence saved.

Or, the guild recently moved to a new server eg. just before transfers stopped being free :-D

Guild has 500 members and 50-100 online usually depending on the time.  Like now even though its 9am theres 48 online. I moused over the guild icon and nothing comes up at all.  When I mouse over the WvW icon it shows those bonuses but nothing for guild bonuses.

If you feel you deserve more privileges, you will need to speak to someone in your guild with the ability to promote you. Alternatively, you can petition a build-enabled member to initiate a build that you want.

This, basically.  If you just joined the guild and it's as large as you say, your "new member" status is likely one that has very limited options.

In regards to influence, the basic idea (bear with me if you already know this) is that everyone contributes influence from events/etc. into a common "pot".  But only the guild leader(s) and certain ranks of officer/member will have the ability to build/queue influence-bought guild "perks".  The influence earned isn't *yours* exclusively.  It's meant to purchase upgrades and "perks" to benefit the guild as a whole (guild bank, guild boosts like "+5% influence for 24 hrs") or groups of guildies (+5% karma banner).

Given that the guild you joined is 500 members strong but only shows 1,600 influence, it sounds like they've spent or regularly spend it on boosts/banners or other things.  If you don't show any active guild boosts when you hover over the guild icon on your screen, try opening up the guild window.  Check under the third icon (can't recall what it's called, it's the upward pointing arrow) to see what guild boosts are built but not yet deployed.  It could be that there are several queued but not activated, perhaps pending a weekend event or something.  Active guild boosts will be at the top on the right with a timer counting down the time remaining.  Unactivated boosts and undeployed banners are below that with an "activate" button next to them.

And as Trise noted, if you notice there are unactivated guild boosts/perks, communication is the key word.  Maybe ask an officer or other member what the "rules" are for the guild perks and whether one you may want to use is available.
